Verdict: room for manoeuvre rather than rigid rules
Amtliche Schlussresultate →The double no is not a rejection of neutrality or of food security as such. Voters are instead throwing out two far-reaching, binding models. On neutrality, the political room for manoeuvre for sanctions and for security-policy cooperation remains intact. On food, a package combining a 70 per cent self-sufficiency target, stronger crop production and additional environmental requirements has failed. At the same time, the cantonal results show a readiness to reform on clearly defined projects: nine of twenty substantive proposals were approved. The voting day thus ends with a clear no to sweeping systemic changes, but not with a general halt to reform.
