Resignation from the Federal Council: what the procedure requires
The report of a resignation by Guy Parmelin is unconfirmed in the present material. What is clear is the mechanism such a step triggers — and in central points that mechanism still has to be documented against the original sources.

The report that Federal Councillor Guy Parmelin is resigning exists in the research material as a newsroom submission and is itself flagged there as unconfirmed. It points to an SRF audio edition of «Rendez-vous» dated 2 October 2026. Neither a media release from the Federal Council or the Federal Chancellery nor voting records of the Federal Assembly nor the wording of the relevant legislation has been inspected. A factual report on the resignation is therefore not possible. What can be described is the mechanism such a step triggers — provided that each individual step is checked against the original source rather than filled in.
A resignation is not a single act

The composition and the election of the Federal Council are governed by Art. 175 of the Federal Constitution; the wording and the paragraph numbering have to be checked against the Systematic Compilation of Federal Legislation. As current law, the material lists seven members and a term of office of four years — both details are taken up here as points to verify, not as quotations. A resignation sets off a chain of separate proceedings: determination of the effective date, scheduling of the replacement election, allocation of the departments, handover of pending business. The order and the deadlines of these steps can be described only after consulting the constitution and the Parliament Act.
For filling a seat during a current term of office, the governing constitutional article and the corresponding provisions of the Parliament Act (SR 171.10) must be documented with number and wording from the original compilation. These passages are entirely missing from the material; citing numbers from memory would be inadmissible. Nor can the duration of «eleven years» mentioned in the audio title be recalculated: that requires the election date, the start of the term of office and the effective date of the resignation.
The ballot and session planning
The United Federal Assembly elects the Federal Council; it convenes under the chair of the President of the National Council. This procedural detail is not documented in the material and has to be checked against the Parliament Act and the rules of procedure for sessions before use. Still open are the chair, the modalities of the ballots, the count and the point from which an absolute majority applies. Whether a replacement election would be scheduled for the winter session 2026, and on which day, follows only from the Federal Assembly's session calendar and agenda.
Neither the Federal Constitution nor the Parliament Act gives a party a formal claim to a particular seat; the «magic formula» counts as a political practice with no constitutional status. This classification, too, has to be documented against the constitutional text and parliamentary practice — the extracts are missing from the material. No successor candidates are documented: there is no public and attributable quotation from a parliamentary group or from an individual. No names can be derived from the material.
Department, pending business, presidential year
Who takes interim charge of a department that falls vacant until a successor takes office, and how the allocation of departments comes about, is not regulated in the material. Also unresolved is whether Guy Parmelin holds the federal presidency in 2026 and what consequences a resignation would have for the vice-presidency and the deputising arrangements. For the pending business of the Federal Department of Economic Affairs, Education and Research — consultations, co-reports, EU dossiers, parliamentary bills — consultation lists, co-report registers and business registers are missing. Without documentary evidence, statements on this are not permissible.
The next verifiable stage is an official confirmation with a date and an effective date, followed by the placing on the agenda by the Federal Assembly. As long as both are missing, the calculation of the term of office, the departmental succession and any statement about candidacies remain pending. The procedural path itself is known — its chain of evidence is not.
