Federal Council Launches Digital Platform ZiviConnect
New Online Solution Modernizes Civilian Service Administration
The Federal Council has introduced the new digital platform ZiviConnect. This online solution aims to modernize the administration of Swiss civilian service and simplify communication among all parties involved.
Central Platform for All Processes
ZiviConnect consolidates administrative processes of civilian service into a single digital platform. Civilian service personnel can plan, manage, and document their assignments through the system. Assignment organizations can advertise open positions and process applications. The Civilian Service Enforcement Office can coordinate administrative procedures more efficiently.
The platform replaces previous paper-based processes and various separate communication channels. This is expected to shorten processing times and reduce administrative effort for all involved. Digitization also provides a better overview of available assignment slots and completed service days.
Phased Introduction Planned
The implementation of ZiviConnect will occur in several phases. The first phase will provide basic functions for assignment planning and management. Further modules for specific requirements will follow successively. The Civilian Service Enforcement Office will support the introduction with training for assignment organizations and information materials for service personnel.
The new platform is part of the digital transformation of the federal administration. It aims to meet standards for user-friendliness and data security. Access is via secure authentication, and personal data is processed according to the provisions of the Data Protection Act.
Modernizing Civilian Service
In Switzerland, civilian service is an alternative to military service for conscripted men who refuse armed service for reasons of conscience. Currently, several thousand people per year perform civilian service in various areas such as health, social services, environment, and culture. The assignments are offered by approximately 3000 recognized assignment organizations.
With ZiviConnect, the Federal Council intends to adapt the organization of civilian service to modern digital standards. The platform aims to contribute to the attractiveness of civilian service in the long term by reducing administrative hurdles and increasing transparency. The Civilian Service Enforcement Office also expects an improved data basis for planning and controlling the system.
The financing of ZiviConnect comes from the budget of the Civilian Service Enforcement Office. Further details on the concrete implementation, the exact introduction schedule, and the scope of functions for individual phases have not yet been communicated by the Federal Council.
