Switzerland Stays Out of Copernicus, Forgoes Decision-Making
The Federal Council rejects participation in the EU Earth observation program for 2028 to 2034 due to financial reasons. Switzerland can still use most raw data, but remains excluded from operational services, governing bodies, and public contracts.

What Copernicus Means for Switzerland
Copernicus is the European Union's Earth observation program, developed jointly with the European Space Agency ESA. The program provides extensive information on the state of the Earth.
The data ranges from changes in land surface and the observation of seas and glaciers to information on atmosphere, air quality, drought, and vegetation. The basis for this includes the Sentinel satellites as well as other observations and measurements.
The data is used in Europe for numerous applications. These include environmental and climate monitoring, agriculture, disaster management, spatial planning, and scientific research.
Switzerland Already Uses Copernicus
The fact that Switzerland is not a member does not mean it must forgo the data. Access to almost all raw data is currently open.
Swiss authorities and research institutions use this information, for example, for environmental and climate analyses. Earth observation data is also relevant for monitoring glaciers, drought, land surfaces, and natural hazards.
This is a key difference between using the data and participating in the program: Switzerland can use much of the information, but it does not have a say in how the program is developed.
48 Million Swiss Francs vs. Decision-Making Power
The Federal Council primarily justifies its decision to opt out with the federal government's financial situation. According to current estimates, participation in Copernicus for the years 2028 to 2034 would cost the federal government approximately 48 million Swiss francs per year.
The Federal Council currently deems these additional expenditures unjustifiable given the strained financial policy situation. Switzerland was already not part of Copernicus in the current program period until the end of 2027.
However, a new decision is not entirely off the table. The Federal Council expects to re-examine potential participation in 2032.
What Switzerland Loses Without Membership
However, opting out comes at a cost that goes beyond the membership fee. Without participation, Switzerland cannot contribute to the governing bodies of Copernicus. It can therefore neither co-decide on the strategic development of the program nor help determine its priorities.
There are also restrictions regarding operational services. These include, among other things, the ability to activate certain services, receive products in real time, and participate in their control.
This creates a unique situation for Switzerland: it can use a large portion of the data but has no corresponding influence on how the European Earth observation program develops.
Swiss Companies Also Lose Opportunities
The consequences affect not only research and administration. Without participation, Switzerland also cannot benefit from the public contracts funded within the framework of Copernicus.
An economic analysis commissioned by the federal government estimates the lost business opportunities for Swiss companies at around 35 million Swiss francs per year.
This is not a direct “offset” to the 48 million Swiss franc membership fee. The two amounts measure different things: the 48 million would be public expenditure for participation, while the 35 million represents an estimated economic opportunity for Swiss companies.
Nevertheless, the comparison shows that the decision is not just a matter of federal expenditure. By not participating, Switzerland also gives up a portion of the economic opportunities associated with the European program.
Switzerland Is Not at the Table
The political core of the decision, therefore, lies less with the freely accessible data than with the question of co-determination.
Those who use Copernicus can apply the available information for their own applications. Those who participate in the program can also contribute to its development, use operational services, and apply for certain public contracts.
Switzerland is currently opting for the first variant. This saves the costs of full participation but simultaneously accepts that other states will decide on the strategic development of a program whose data also plays an important role in Switzerland.
Parliament Wants a Different Approach
Politically, the Federal Council's decision is therefore not yet final. On June 18, 2026, the National Council adopted a motion by 124 votes to 63, with 3 abstentions, urging the Federal Council to reconsider its decision and negotiate Switzerland's participation as quickly as possible.
The larger chamber had repeatedly supported accession in previous years. The Federal Council, however, maintained its stance, citing the financial situation and the fact that Switzerland already benefits significantly from Copernicus due to open data access.
The Council of States now holds the key. The adoption of the motion would put political pressure on the Federal Council to review its position again. However, it would not be equivalent to automatic accession.
A European Program of Strategic Importance
Copernicus is also more than a collection of free satellite images. The program aims to secure Europe's independent access to Earth observation data while strengthening the European industry in satellite technology and data processing.
Several non-EU countries therefore participate in Copernicus. These include Norway, Iceland, and Great Britain. Switzerland would thus not be the only European country outside the EU facing the question of participation – however, it is currently deciding against participation.
For Switzerland, this raises a fundamental question: Is open access to data sufficient, or is institutional participation in a strategically important European space program also valuable?
The Federal Council Opts for the Cheaper Option for Now
The Federal Council's decision is thus not a complete withdrawal from European Earth observation. Swiss authorities and researchers can continue to use most raw data.
At the same time, Switzerland consciously accepts not being involved in strategic decisions, operational services, and certain economic opportunities. This is set against estimated annual costs of around 48 million Swiss francs.
Whether this trade-off will pay off in the long term depends on how important the development of Copernicus becomes for research, climate observation, natural hazards, administration, and the Swiss space and data industry.
Switzerland is currently saving the membership fee – but it is not buying its way out of the European Earth observation system. It remains a user of Copernicus, but is not at the table for its further development.
What Comes Next
For now, the 'no' for the 2028 to 2034 program period stands. The National Council has already advocated for a change of course; the Council of States must still decide.
Should the smaller chamber also adopt the motion, the Federal Council would have to politically justify its position again and re-evaluate the question of participation. It has, in any case, announced a final re-evaluation for approximately 2032.
Until then, Switzerland remains in an intermediate position: it uses a large part of the data from a European multi-billion program but does not participate in its financing and decision-making structures.
